Enable the OTEL plugin for transactional logsv3.14+
Enables the OTEL plugin with an endpoint for API transactional logs using access_logs.endpoint.
If you are running Kong Gateway in 3.13, use
access_logs_endpointinstead ofaccess_logs.endpoint.
